Snow causes only minor disruption as all schools believed to be open and transport running smooothly

South London and Surrey coping with the snow
Around a centimetre of snow fell overnight but it has not caused significant disruption so far.
At this point it appears all schools are open and public transport is running with just a few minor delays despite the wintry weather.
Light snow is set to continue until mid-morning with the temperature staying around freezing until around lunchtime when it will rise to around 2C, according to the Met Office.

By using the word 'but' the writer implies that we should expect 1cm of snow to be causing significant disruption.
I know this is Britain and we are useless at dealing with snow, but surely the slightest little bit can fall before we start expecting everything to grind to a halt?
